[Riddle]

Last week, investigators at the scene of a man's suicide found two notes, the first one read:

Could those numbers represent the letter in the alphabet? Like the 7th letter, for example.

I don't think so or the message would be limited to the first nine letters.

There are no 1's in the second note, there was only 8 0s. The number that was most repeated in the second note was 5 and it was 18 times.

Here are the numbers and how many times they were repeated in the second note.

1 - 0
2 - 17
3 - 14
4 - 17
5 - 18
6 - 17
7 - 16
8 - 16
9 - 16
0 - 8

Oh yea, if you figure it out, be sure to make the text black as to not ruin the fun.

well dont try to convirt it to hex, that isnt the answer. I do not really see how that canbe character codes in ascii either.

Since you guys are looking at it like I originally did, I'll post the answer. It was said earlier, well it was determined - at least.
