Stealth | In Wisconsin in 2000, a New York millionaire was caught handing out cigarettes to homeless people in Milwaukee in exchange for their vote for Gore. Doyle campaign staffers (governor, Democrat) were also caught handing out absentee ballots and donuts to mentally-handicapped people at a mental health facility in Kenosha.
