A leader may grant his approval in any way he sees fit. A member may grant his vote in any way he sees fit. Traditionally, leaders have given candidates knowledge and performance tests on area where the candidate claims to be excellent. Members have mostly either gone by personal experience and knowledge of the candidate, or by the log files from the testing.

There is no testing requirement. But that doesn't mean that you have a chance in hell of avoiding it. You may get several tests. You may get none. If you are getting a test, your chances of joining are higher, because someone thought highly enough of you to test you. If you don't get a test, most members who don't know you will automatically vote no.
