The way games on battlenet are sorted out is the users ping to the server.  Im not sure exactly what games drop at, but im guessing its around 4000ms.

You can add up the current users in the game multiply that buy 4000, then divide that number by the total of the users pings. => 1 Drop everyone from the game.

When the server is pretty big and there's a lot of people on it's pretty hard to find the one doing it.

How would I accomplish this?

I would take a guess, he is useing a PvPGN server.
iirc, PvPGN d2gs is just a patched d2game.dll (or w/e dll it is, I forget)
Since the source code is closed, its going to make it a pain in the arse to patch this.
If I were you, and wanted a quick/simple fix, I would just edit the skills.txt, or what ever text file is responcible for the spells/delays, and change the delay for meteor, so it hits the ground, and gets removed after a second or 2, rather than sitting there burning for a min or how ever long it stays there.
Could also change the time bonewall lasts for as well, or somthing along them lines.
