I TestBNCS still available that Arta[vL] made?  I tryed going to the site and I havn't been on starcraft or any of those games in about two years, but know the link doesn't work so im assuming that the project died?  I was trying to download the last version he made.

I saw those topics already, but they take you to http://testbncs.valhallalegends.com/.  The site hasn't been up in god knows how long, so I was wondering if someone had a direct link to the download.

I suggest you e-mail Arta, or send hm a private message.

Looks like the project is pretty inactive, possibly dead. So good luck.

I've got a test D2 server (emulates various statstrings for when I was parsing d2 items/colors/styles in chat). It's written in vb6, and I can give you the source to modify into whatever you want, if it's any help.

Is it written strictly for D2 or will it support SEXP and STAR also?

If you edit it, it'll support anything you want. It's just a basic outline.
