Edit: It seems there are a few different copies of this file... all of which have different file times (each are different by a few minutes). I have no clue what the hell blizzard's doing.

Edit #2: I've got 3 file times so far, 5:07 PM, 5:21 PM, and 5:22 PM. All of them are exactly the same, other than the time.
