The people of La where given plenty of notice and where provided transportation out of the state, it is not Bush or FEMAs fault that the residents are stupid.  Actually, I take that back, it is.  Maybe they should require more out of their teachers and up the education budget.

Somehow I don't think education played a role in whether or not people left New Orleans...

In addition, the federal education budget has hit record highs under Bush. Too many spending items have hit record highs under Bush, but that's just my opinion.. :)

Yes, but as most teachers I have talked to about it pointed out, the budget is not being spent properlly.  You could throw $1,000,000,000,000,000,000,000,000,000,000,000 at a problem, but if you aren't really working on the problem the money is going to waist. 

However, the education comment was sort of a joke.  The people that did not leave NO are morons, there was adequate notice and transportation to leave the city.  The people that choose to stay are those that didn't feel like leaving for what ever reason.
