One definition just says war is the waging of an armed conflict on an enemy, while another says that it must be declared and ended via official declaration applicable to the international rules of war. Considering we're fighting some rebels and not an actual government, it can go either way. Why does that matter though? It's still required to plan out moves because we're trying to stablize a country.
