When I try to log on it just says connecting then it times out. Should I be connecting to a different server than the default one? Ultimately I'm trying to connect on WC3 but it gives me the problem no matter what I try to log on as. I've tried it without my firewall on so It's not that also. Any ideas?

Yes, the server EternalChat uses is bad and it causes it to time out

You might want to consider trying SphtBotv3.
