Access is, by definition, the ability for a user to do a function. In StealthBot, access is the ability for a user to use one of the bot's many commands.

Access can be given in two forms, a numeric rank or one or more of a set alphabetic flags. In order to use a command, the user must know the bot's trigger (using the trigger command). Then they must have either a rank greater than or equal to the required rank of the command, or one of the set of required flags. If so, the bot will perform the action and return the result to the user.

In the past, numeric "rank" has been referred to as "access". To avoid confusion, "access" should refer to having either "rank" or "flags", not just the numeric part.
